Nadat president Obama besloot luchtaanvallen uit te voeren in Libië, riep de Democratische afgevaardigde van Ohio, Dennis Kucinich, van een “impeachable offense” en een stop op alle financiële middelen om de militaire missie te financieren. “Now the immediate thing that Congress needs to do when it returns is to cut off any funds for continuing in Libya and I intend to bring forward such an amendment”, aldus Kucinich in een interview met CNN.

Het Witte Huis zei dat de actie van de president binnen de wet valt, zoals in een brief staat die Obama naar de voorzitter van het Huis, John Boehner, stuurde. De brief benadrukt dat de luchtaanvallen een onderdeel zijn van een “international mission to enforce a no-fly zone authorized by a United Nations Security Council Resolution.” In de brief staat dat de regering volgens de War Powers Act het Congres binnen 48 uur moet informeren over een militaire actie.

“Our view is a mission of this kind which is time limited, well defined and discreet clearly falls within the president’s constitutional authority”, aldus vice-directeur National Security, Ben Rhodes. Obama volgt de stappen van zijn voorgangers. “If you actually look at precedent, President Clinton pursued the intervention in Bosnia. He did not have congressional authorization but he did provide a letter consistent with the War Powers Act”, aldus Rhodes.

Kucinich doelt op artikel 1, sectie 8 van de Amerikaanse grondwet waar “declare war” in de handen van het Congres ligt. “It is very clear that what President Obama did is beyond what the Constitution permits a president to do. That really isn’t disputable”, aldus Kucinich.

In een aantal interviews zei Kucinich dat Obama zou moeten worden afgezet vanwege zijn acties en autorisatie van de missie in Libië. Maar Kucinich wil geen afzettingsprocedure beginnen. “Now, impeachment is a process. I haven’t gotten into that. I raised the question as to whether or not (President Obama) exceeded his authority and raising the question as to whether or not it is an impeachable offense”, aldus Kucinich. Lees meer hier.
